The High Court will once again have a key role in the reshaping of local government. Three Suffolk councils have confirmed they will challenge the Boundary Committee for England (BCE) in the courts. Two districts – Forest Heath and Suffolk Coastal – have joined St Edmundsbury BC to call in the lawyers to fight plans for a single unitary council for Suffolk. Waveney DC is supporting the bid, but cannot afford to put up cash for costs. They will argue that the commission has failed to consult local people or include the option of three unitaries for Ipswich, West Suffolk and East Suffolk. A joint statement said: ‘Given all our attempts to present our case to the committee, we are astonished by its point-blank refusal to even allow our communities the simple opportunity to consider this proposal.' Exeter City Council, too, has stepped up its local campaign to lobby the commission.
