Benefits clampdown Councils are to be given powers to set local housing allowances to help slash unnecessary spending on housing benefits. Work and pensions secretary John Hutton also announced that local authorities would be given wider powers to clamp down on ‘unscrupulous landlords’ and people who defrauded the system.
