Stoke-on-Trent City Council has announced a shortlist of three bidding consortia for a £108m PFI programme to build 390 homes for older people.

The consortia includes partnerships between Balfour Beatty and the Progress Housing Group, and Mansell Construction and Nicholl Thomas Architects.
