Councils in Scotland have seen a rise in the number of smokers throwing cigarette butts on the street outside pubs, a month after smoking was banned. Three people have been issued with £50 fines in Glasgow for discarding cigarette ends in the street, and a spokesman for ~Aberdeen City Council~ said it had also seen more cigarette butts thrown away.
