Community action over climate change and fuel poverty is at the heart of the Government's latest plan to reduce national carbon emissions, minister, Hazel Blears will announce this week. The communities secretary is due to join energy secretary, Ed Miliband, at the launch of plans to tackle global warming by offering seven million households incentives to insulate properties and install renewable sources of energy. Mr Miliband will commit the Government to cutting one-third of household greenhouse gas emissions by 2020, when he and Ms Blears convene on 11 February. Under the plan, more than 25% of homes could be offered an ‘eco makeover' to improve insulation and introduce wood-burning boilers and solar panels.
