A single body should be responsible for administering the complex web of means-tested benefits, because government departments currently have ‘little understanding' of how they affect incentives to work, an influential group of MPs has reported.

A public accounts committee (PAC) study, released on 12 January, said the £87bn of income-related benefits, including any handled by local authorities, should be administered under one roof to ensure ‘consistency and value for money'.
