Expenditure approved by residents will not be taken into account when officials consider whether an authority's future council tax increase is deemed ‘excessive', under planned amendments to the coalition's flagship Localism Bill.
Councils will also be handed clearer powers to reject calls for local referenda, according to revisions to the Bill tabled on 22 June.
