Bolton MBC has joined the elite band of councils after being awarded top marks in its corporate assessment by the Audit Commission. Bolton, which already holds a clutch of Beacon awards for excellent and innovative service, joins only seven out of 150 top-tier councils in the UK to have been awarded four, or ‘performing strongly', the highest category in the assessment.
