Brave Jim squaring up for a fight

Local government minister Jim McMahon is setting his sights on renewed reorganisation and reforming Whitehall, says Heather Jameson. 'The trouble is, the civil service may be more interested in blocking his plans after he made it clear his next job is to cut them in the name of devolution.'

Local government minister Jim McMahon has come out fighting on all fronts. 

He had two clear messages at the Labour Party conference in Liverpool: local government reorganisation is not dead; and the next devolution White Paper will tackle Whitehall.
