A thought piece that emanated from a session at Hanbury Manor early in 2011 attended by a group of forward thinking local authorities, senior people from the private sector & one or two others, resulted in a letter to Francis Maude around the art of the possible in dealing with the private sector.The proposition was - if we could tear up the rule book what would the relationship between the local & devolved government sector & the private / 3rd sector look like.The process is being managed / guided by the Leadership Centre, for whom this is right in the sweet spot.Localism provides lots of opportunity for innovation - but there does need to be space to think, innovate & I think the BA's as CLG call them offer interesting opportunities.
