Bringing Birmingham back from the brink

Rishi Shori sets out Birmingham City Council’s history of intervention and the three ingredients that have proven essential for sustainable improvement and are beginning to deliver results

I recently had the opportunity to speak at The MJ Future Forum Midlands, where I reflected on Birmingham City Council's experience with intervention. It has been a long and complex journey – one that continues to teach us a lot about what works, and what does not, when it comes to working with intervention to turn things around in local government.

Birmingham's intervention journey spans more than a decade. It began with the 2014 Kerslake Review, followed by the Birmingham Improvement Board from 2015-19.
