The Government's attempt to reconfigure public sector provision was dealt another blow last week, when experts warned the UK was not equipped to deliver large-scale services through staff mutuals.
With ministers hastily scaling back plans to outsource a wider range of public services to the private sector (see Inside View, opposite), it has been reported that the charitable and voluntary sectors could become key beneficiaries of the Cabinet Office's delayed Open public services White Paper.
