Local Government Association (LGA) chairman Lord Sandy Bruce-Lockhart has called on the Government to loosen its grip on second generation local area agreements (LAA). ‘The first pilots were far too bogged down in bureaucratic processes with too many targets and a lack of flexibility from government,' said Lord Bruce-Lockhart.
