Prime Minister Andy Burnham has been warned against awarding groundbreaking tax powers to every region.

Burnham has pledged ‘growth in every postcode' but today former Treasury minister Baron O'Neill of Gatley, an informal economic adviser to the Prime Minister, dismissed his chances of achieving this.
