Burnham's vision puts local government centre stage

Burnham's devolution agenda raises expectations, but delivery challenges and local government capacity remain significant concerns, says Heather Jameson.

There is a lot for local government to love in Andy Burnham's speech to the nation. The Labour leadership race has barely got to the starting line, yet Burnham is off the blocks with his plans as Prime Minister in waiting.

He painted a picture of collaborative politics, reform and renewal and a devolved utopia with place – particularly Manchester – at its heart.
