Vince Cable has hinted that the business rate system may be reformed as a survey of small firms revealed little confidence in councils using the money to benefit them.
Speaking at a conference last week, the business secertary said it would be ‘healthy' to have a ‘proper debate' about the business rates system and added that he current regime was a ‘very old-fashioned system'.
