Councils are getting to grips with new licensing powers to call time on problem pubs, according to local government organisations. Twelve months on from implementation of the Licensing Act 2003, which introduced 24-hour drinking, the Local Government Association and the Local Authorities Co-ordinators of Regulatory Services said councils had successfully implemented the new regime.
