Calls for reform in run-up to May poll

Election officials have called for a fundamental review of the electoral system, after fears it will be unable to cope with an unprecedented round of polls.

The usual 5 May local elections in 280 English councils will be joined by those for the Scottish Parliament, Welsh and Northern Ireland assemblies and a UK-wide referendum for a new voting system.
