Camden LBC has won a unique tribunal against the Information Commissioner over a Freedom of Information (FoI) request from the Guardian. The London borough won the tribunal to protect the identity of individuals on its anti-social behaviour order (ASBO) database. In May 2006, Camden received an FoI request from a journalist at the Guardian for a copy of the database. The council released an edited version of the database, with the names of individuals and anything which might identify them removed. The Guardian appealed, and last year the information commissioner ordered the council to release the entire database. The London borough appealed against the commissioner's decision because it felt it was unfair to publicise people who were working hard to change their behaviour, and won the tribunal.
