Council spending on outsourcing has risen by 23% in the last year, with Capita the latest in line to benefit from another local authority contract.

Blackburn with Darwen Council last week named the outsourcing giant as preferred bidder for a new £60m technical services contract, which will lead to Capita delivering a variety of services, including highways and property.
