Hidden in the fine print of the Comprehensive Spending Review was an announcement that the Carbon Reduction Commitment (CRC) Energy Efficiency scheme would be simplified, and the £1bn revenue generated annually would be kept by the Treasury instead of being ‘recycled' among participants.
