Means tested day care charges were introduced by Cumbria CC without proper consultation, a high court judge has ruled. However, the decision to introduce the charges will stand because a consultation was held after legal proceedings began. A spokesman for Age Concern said the decision to increase day care charges would hit ‘the most vulnerable people'.
