Recent news stories about Better Care Fund uncertainties, use of integration funding and the ‘raiding' of public health budgets could create the impression that the biggest battle is not to secure a sustainable future for the health and social care system but instead between the NHS and local government in a fight to secure ownership of the system.

This focus could not be further off target for what is required to face the significant challenges facing the system.
