Whitehall has yet to learn from mistakes on major projects, according to the National Audit Office. High-profile disasters, such as the Child Support Agency, the NHS IT programme, and farming grant delays had not led to significant changes in the way departments approached policy implementation. The NAO concluded that the NHS IT programme had failed to engage employees, and other projects had been rolled out despite major changes having been set in train. Auditors singled out the JobCentre Plus programme as an example of best practice, as the £2bn project was delivered on time and on budget. The report also warned against ‘risk overload' and called for public sector workers to be given more time to learn what made projects work. The report said: ‘Although there is some effective learning within departments, learning is still not as prioritised as much as it should be.'
