The pace of change in local government is one of its biggest challenges, according to heads of human resources – but they do not consider pay or pensions to be as big a problem. A survey of members of the Public Sector People Managers' Association (PPMA, formerly SOCPO), found 48% of HR managers considered the pace of change to be the biggest challenge facing councils, while 47% said it was modernisation agenda. The day after local government workers went on strike over pensions, the Ipsos MORI survey found 14% of HR managers were concerned about pensions and 12% about pay.
