Hertsmere DC has experienced a ‘profound change' since receiving a ‘fair' rating from the ~Audit Commission~ two years ago, according to a new official report. The ~Audit Commission~ stated: ‘There have been significant changes in structure, resourcing, priorities, management systems and organisational culture, all geared to improving performance over a three-year period.'
