The London boroughs of Westminster, Hammersmith and Fulham, and Kensington and Chelsea are set to proceed with proposals to combine their library services.

Once implemented, the tri-borough strategy, expected to save £1m a year and maintain all 21 public libraries, will give residents access to about one million books.
