The information commissioner (IC) is being asked to rule on a decision by Oldham MBC chief executive, Andrew Kilburn, to withhold a briefing report from a councillor who commissioned it. Liberal Democrat councillor, Kay Knox, is to approach IC, Richard Thomas, and ask him to make Mr Kilburn reveal the contents of the document, a report on another councillor. But the chief executive has refused to allow her access to it saying it is a ‘confidential advice note provided to the chief executive' and the advice was provided to him in confidence.
