Kensington and Chelsea RLBC – one of Eric Pickles' tri-borough merger darlings – has resorted to turning the heating off to save a bit of cash. As council staff sat shivering in their coats, a senior source denied the authority had ran out of 50p pieces to feed the meter. Instead, he claimed it was a new incentive to encourage staff to cuddle more. What would killjoys in the HR department make of that?
