Storms, industrial accidents and terrorist incidents are just three of the threats faced by local authorities that will be discussed at CIPFA's annual conference on today (9 June). The debate on emergency planning will be led by Peter Antill, of Tewkesbury BC, who led the fight against the flash floods which cut off the town last summer. Head of research at the Audit Commission, Diane Ridley, will talk about how the Government's inconsistent approach to council funding prevents effective emergency planning.
