What CIPFA's Financial Resilience Index reveals about risk and reform

At a time when councils are facing continued financial strain, understanding risk and resilience across the sector has never been more important. Now in its sixth year, CIPFA and Infoshare+'s Financial Resilience Index provides a high-level comparative snapshot of the health of English authorities, highlighting the most acute challenges and vulnerabilities.

The latest 2024/25 Index underscores the sustained pressures intensifying across local government, with social care, special educational needs and disabilities (SEND) and homelessness emerging as leading drivers of risk.
