Southampton City Council plans to outsource a raft of key services by 2015, according to the council's leader.
Speaking to The MJ after prime minister, David Cameron, hailed his plans as ‘common sense Conservatism,' Cllr Royston Smith said his local authority's change programme was ‘born out of necessity, rather than ideology'. Cllr Smith said the programme would look at all areas of council spending, and whether services could be commissioned more effectively.
