Liverpool City Council's plans to launch cruise liners from its new terminal have sailed into choppy waters after the Government rejected as insufficient, the authority's offer to repay millions of pounds in grants.

Shipping minister, Mike Penning, rejected an offer by the city council to refund £5.3m of a total of £9.2m it received from the Government to build the new cruise terminal in the city's famed docklands.
