Westminster City Council is consulting on proposals to overhaul the way the central London borough is run – including an embryonic plan which would bind residents, businesses and communities into a ‘civic contract'.

According to the consultation document, civic responsibility – defined as the idea that everyone who lives, visits or works in the borough should contribute to its success – lies at the heart of the model for future service delivery, as do principles of fairness and opportunity.
