The FDA senior civil servants' union has hit back at newspaper reports alleging Whitehall staff ‘are allowed to get away with poor performance'.

Reports in The Daily Telegraph last week trailed White Paper proposals for civil service reform, under which departmental managers could assess staff performance using private sector performance systems.
