Tory shadow communities secretary Sir James Cleverly has hit out at Labour's devolution plans for ‘sucking power and authority to the centre and distributing blame' to councils.

In a speech to the Local Government Association's annual conference in Bournemouth Sir James told delegates Labour's ‘default setting' was to find ‘different ways to collect and distribute money'.
