Ministers have been urged to change the law to reduce the number of non-residential buildings turned into housing without planning permission.

A coalition of bodies representing councils, planners and housing charities said an amendment to the Planning and Infrastructure Bill, proposed by Lib Dem housing spokesperson in the House of Lords Baroness Thornhill, would limit the opportunity for developers to make conversions using Permitted Development Rights (PDR).
