A statutory code is needed to safeguard the legal position and freedom of councils within the UK constitution, according to leading academics George Jones and John Stewart.
Writing in The MJ, the leading academics argue that only a statutory code can overcome the ‘command and control' attitudes of the Government, which currently has little or no respect for local government.
