Westminster City Council is seeking a bye-law to stop soup runs in parts of the borough – and is calling on the food providers to find other ways to help rough sleepers.
Cabinet member for adult services, Daniel Astaire, said: ‘Our aim is a simple one – to get people off the streets and engaged with building-based services which can help turn their lives around.'
