West Yorkshire Combined Authority (WYCA) has refused to release a report by a government body into a delayed major transport project.
The National Infrastructure and Service Transformation Authority (NISTA) report into West Yorkshire Mass Transit was delivered in September but the combined authority said it was not in the public interest for it to be published.
