The Audit Commission has issued ~Norwich City Council~ which is in the throes of making a bid to become a unitary authority, with a damning report over the way it manages its finances. The commission's annual audit and inspection letter showed that the authority is £2.6m over budget in the current financial year. It said the council's inability to furnish a full breakdown of its financial situation is a sign of the weak financial management besetting the organisation.
