Small community groups and the people who depend on their help risk losing out from the shift to commissioning services, the IPPR North think-tank has warned.
Analysis of the National Survey of Charitable and Social Enterprises shows out of 28,000 local groups with a turnover of less than £60,000, fewer than 2% are located in the poorest neighbourhoods. Yet such groups are almost twice as likely to be vulnerable to cuts, the report claims.
