Councils' delivery of pandemic support schemes was marred by Whitehall's complex funding system and a lack of engagement with local government in designing grants, the UK Covid-19 Inquiry has heard.

Alison Greenhill, a finance adviser to the Local Government Association (LGA) and chief operating officer at Leicester City Council, said that while overall government support to councils ‘was considered and very helpful' she warned it was not joined up.
