Constant departmental churn 'undermines accountability'

Ministers and civil servants cannot adequately be held to account for their decisions, because they move between vital Whitehall posts too quickly, Parliament's spending watchdog has warned.

Margaret Hodge, chair of the influential public accounts committee (PAC), sparked controversy last week when she questioned Westminster's tradition of moving on ministers, and senior officials, after just two or three years in crucial posts.
