Neil Kinghan, the former director general of local government at the ODPM and Department of Communities and Local Government, has joined Essex CC as a part-time consultant to specialise in developing two-tier working arrangement and public sector partnerships. Chief executive Joanna Killian said: ‘We have a major agenda in developing the best two-tier system and Neil's experience will be invaluable.'
