What the chancellor really wanted to say…
Chancellor of the Exchequer: Mr Deputy Speaker, my message is simple: we've found £11bn down the back of the sofa. I have two choices; put it back behind the sofa until after Brexit or spend it. I have decided to spend it on the basis that if I don't then the Prime Minister will grab it and hand it over to the bottomless pit that is the NHS.
