The Convention of Scottish Local Authorities has dismissed claims by Tory SMPs that councils could face a bill of up to £20m to repay charges which were mistakenly made for services to the elderly. COSLA asked the executive to clarify the system following a report to Edinburgh City Council highlighting confusion. Peter Gabbitas, director of health and social care at Edinburgh, said the city should pay out some £2.1m to 820 elderly people, after taking legal advice.
