The group of councils which still control their council housing stock have commissioned expert research to inform its response to the review of the Housing Revenue Account. The Association of Retained Council Housing (ARCH) will feed into the joint review of the subsidy system by the Department of Communities and Local Government and Treasury. ARCH argues the current finance system is unsustainable and does not give those councils a level playing field. ARCH's national chair, Cllr Milan Radulovic of Broxtowe BC, said: ‘Retained stock councils need a fairer finance system and ability to borrow against their assets to re-invest in meeting the drastic shortage of affordable homes.'
