Council taxpayers face £400m recycling bill Taxpayers could be landed with a bill of £400m if they fail to recycle rubbish and help tackle the growing waste mountain, the LGA announced last week. Unless EU landfill Directives are met, local authorities will face fines of up to £150 per tonne of landfilled waste, which would be passed on to council taxpayers who refuse to recycle.
