For councils, the coming months and years will require steady leadership

The Government's final local government finance settlement was published against a backdrop of unusual anticipation.

Often, the story is well crafted in the draft numbers and the final position is simply an epilogue. But the announcement of £5bn of funding to settle 90% of the legacy special educational needs and disabilities (SEND) deficits meant it was worth reading to the very last full stop.
